The statement “the higher the C, the more penalty SVM was given when it misclassified” is absolutely correct, I never said it was incorrect. The peculiar statement is the following “ and therefore the less wiggling the decision boundary will be”. Here the decision boundary will be “more wiggling” as we are punishing more for misclassification which would result in overfitting.
